Dodge didn't differentiate wiring harnesses on their trucks. So, it's possible that plug is simply for an option you do not have. If everything in the truck works as it should, just tuck it up somewhere out of the way, and forget about it.

That's just it...when Turner ignition key..gauges dont move....all other interior electrics work. Lights radio but nothing happens??
I manually got starter to rotate engine but still no activity like truck is being told to turn on.
The plug test same current level as battery.
I've already checked all fuses and they read correct ohms with no obvious physical failure.
Could this be a breathalyzer interlock plug and the device has been removed.
Again thank all for your help

That looks pretty stock..... can you bend yourself around to see if there is anything in range that it might plug into?

yes....looked at wiring diagrams
Neutral safety switch
Ignition interlock
I did see a similar plug in youtube video for aftermarket radio installation
Instead of blue had a white strip of plastic
Unfortunately video made no reference to the plug or its function.
Thanks again

Look in the component locator section, and check out the dash wiring harness, see which connectors might be in the right spot, then go to the connector pinout section, look up those connectors, and see if you find a match.

That is the power connector for a trailer brake controller. Specifically, looks like a tekonsha plug. The factory style "christmas tree" fastener throws me for a loop though. I think the truck-side trailer tow harness was a square 6-pin but I could be wrong. bright blue with no stripe is a rather uncommon wire color outside of trailer brakes. Or sometimes bright blue with a red stripe.
