Blinker fix?

So in my dads 04 quad cab slt the passenger blinker in the front is out. Its not the bulbs and not the fuse. Could it be the relay? If so where is the relay located.

There is no relay, there is a box, called the combination flasher, located on the lower left side of the intrument panel.
But, I'd make sure the wiring is good.
