Put the key on and try the power windows. It'll confirm continuity from fuse 9 through the ignition switch.

Then try the wipers or cigarette lighter, it'll confirm from fuse 10 through the ignition switch.

Wow, frustrating.

Ok, at the ignition switch you still have power on the red and pink/black. Pins 7 and 4.

With the key on, not start, just on, you should have power on pins 2, 5, and 6. The Dark Blue, the Black with Orange tracer, and the Black with White tracer.

You may need to have a paper clip or something to get in there to measure.

It needs to be connected to measure.

Pin 1, the yellow wire should have power when in start only.

You can use your test light for all these.

You still have power on the red and pink wires?

When in "run" fuse #9 in the PDC goes to the switch via the Pink w/ Black tracer to pin #4. The output from that part of the switch is pin #5, the Black w/ Orange tracer.

Fuse #10 in the PDC goes to the switch via the red wire to pin #7. The outputs in "run" from that part of the switch are pin #2 the Dark Blue wire, and pin #6 the Black w/ White tracer.

When in "start" the outputs is from pin #1, the yellow also pin #2 Dark Blue.

Something seems odd with the switch if those fuses are good.
