This is from the FSM. Not sure what to do if you can't turn the key. Have you tried moving the steering wheel a bit in case the lock is holding it?
REMOVAL
The ignition key must be in the key cylinder for cylinder removal.
(1) Disconnect negative cable from battery.
(2) Remove upper and lower covers (shrouds) from steering column.
(3) Place shifter in PARK position.
(4) A retaining pin (Fig. 9) is located at side of key cylinder assembly.
(a) Rotate key to RUN position.
(b) Press in on retaining pin while pulling key cylinder from ignition switch.
INSTALLATION
The ignition key must be in the key cylinder for cylinder installation.
(1) Install the key cylinder into the housing using care to align the end of the key cylinder with the ignition switch.
(2) Push the key cylinder in until it clicks.
(3) Replace the upper and lower shrouds.
(4) Reconnect the battery.

My book tells me that the pin is at the bottom of the cylinder and to use a drill bit, nail or small screw driver to depress the pin as you pull the cylinder out. Make sure it is in the run position when you are trying to do this
FSM - Sorry. I mean Factory Service Manual, from Dodge. You can download it from this site somewhere, or at least used to be able to.

The retaining pin is just a roll pin if I remember right.
Hope it helps

It happened to me Friday. Turned off the truck coulsd not get the cylinder to turn for nothing. Wiggle, shake and etc....all the above but nothing. I had the truck towed home where my tools are...after reading and searching for an answer but nothing had work. Once the switch is in the lock position the push pin underneath is stuck. will not release the cylinder. I had a key made at Dodge for $30 to make sure my key wasn't strip or bent and it wasn't. I didn't try my OEM key in my door first to make sur it turned the lock and it did. Could save $30 but lession learn....Finally I said where are my vise grips...pop of the cap that's on the of th key hole, lock down the vise, turned slowly- like cranking it...turn half way....pull out a flat headed screw driver....it came out smoove...put the net in back in business. (really it should have only taken five mins for the whole replacement)... not like me over 12 hrs......hope this help.
