Default Trying to help my boss his 99 dakota shifts at 5000rpm

my boss has a 99 dakota v6 2wd it shifts from 1st to second at 5000rpm
he has changed fluid and filter and checked for power at all conections
where is the shift sensor what should i check any ideas it still does it after fluid and filter change and some times its fine so i know it has to be electrical just dont wanna randomly jump at stuff. thanks guys

can he shift when he wants if he uses the collum shifter? ie: have it in 1, then drive to 10 mph then shift to 2 with the lever?

i really dont know, it could be the shift cables that need adjusting.
