I saw a vacuum actuator today under the dash right by the gas pedal, were are the others located at? Is it under the dash?
Im looking for the panel/defrost one to see if the vacuum lines are hooked up and not blocked...

 

They are all under the dash, not easy to reach.

If the lines are disconnected from the panel/defrost actuator then no air should come out the vents - it will come out the defrost.
