upper control arm bushings

The state told you that you must fix these things or a shop told you this the state you live in can do that?

Or is it the state told you one or two things to fix then a shop told you the other things to fix.

Can you be clear on exactly what the state want fixed?

I had to do a state inspection since I bought a used vehicle. When I had it inspected at a shop for the state inspection, the shop made a list of all the **** that failed. On the list was the upper control arm bushings. They said I could replace the bushings because the arm wasnt bad.

Do you have to do all these or are some your choice?

Can you take it to a second shop for a second opinion?

I dont know your state regulations living in Arizona because they dont do that in AZ you buy a used car thats it other than licence plate tags and smog check you are not forced to fix all needed things that sounds like an F**d state to live in.
