2000 dodge dakota parking lamps not working

Double check fuse #14 on the junction block, it feed the parking lights and the instrument cluster lighting. If it tests good, check for power at fuse #5. It is fed by #14 through the headlight switch for the instrument lighting. It is dimmable so make sure the dimmer isn't turned off.
The front and rear lighting are both fed off of the same terminal on the headlight switch. Pin #1, it's black with a yellow tracer.
It is not your CTM. It doesn't control exterior lighting on a 2000 or earlier.

yes turn signals work. so that should mean I have a good ground. i used a ohm meter on all fuses and I replaced the headlight switch but still no running, dash or back up lights .
Is not the black and yellow not the turn single? Because if I disconnect it the turn single stops working

Black with yellow at the headlight switch is for the parking lights. There is no connection from the parking lights to the turn signals at the headlamp switch or at the multifunction switch, they are separate.
There are two wires with black with yellow tracers next to each other on the connector. One is for the parking lights the other is the radio/instrument cluster illumination.
The parking lights do share the grounds with the turn signals. The left rear lighting (park and turn/stop) and the front lighting (park and turn/stop) share a ground behind the battery near the leak detection pump, G103, as do the backup lights. The right rear lighting uses a different ground, G101, on the right fender.
You've got a bad ground. You're talking multiple circuits affected with the only commonality between them being the grounds.

The backup lights are at: 8W-51-3.
