Default OBDII Compliant?

Hey all I downloaded and have been playing with this app called Torque on my android phone. I want to purchase this adapter to send info via blue tooth to my phone: http://www.ebay.ca/itm/ELM327-OBD2-O...#ht_758wt_1163
I have a 2000 Dakota 3.9L, would it be OBDII compliant? I looked at the tag under the hood but my hood has been replaced and I didn't see OBDII Compliant written anywhere. I do have the little 16 pin plug under my dash, but I read you can still have those without being OBDII compliant. Thanks.

ANd yes my searches have brought up nothing.

I have this (BAFX Products (TM) - ELM 327 Bluetooth OBD2 scan tool), I bought it from Amazon, It is $21.30. I have Torque on my phone and it works great. Pulled a code for "small vacum leak". Had a cracked evap hose. Trimmed an inch off the hose and the cel hasn't been back.

A paper clip, or cycle the key.....

Within a period of 5 seconds, cycle the ignition key ON-OFF-ON-OFF-ON.

1. Count the number of time the MIL (check engine lamp) on the instrument panel flashes on and off. The number of flashes represents the trouble code. There is a short pause between the flashes representing the 1st and 2nd digits of the code. Longer pauses are used to separate individual 2-digit trouble code.

An example of a flashed DTC is as follows:

-Lamp flashes 4 times, pauses, then flashes 6 more times.
This denotes a DTC number 46.

-Lamp flashes 5 times, pauses, then flashes 5 more times.

This indicates a DTC number 55.
DTC 55 will always be the last code to be displayed.

Clearing codes can be performed by turning the ignition offand removing the negative battery cable for at least 1 minute.
.

there something you need to know before buying a bluetooth odb2 module.

at this price tag , they are FAKE elm327 chip. this is not a problem unless you use a PC software to go with. this wont hurt you as you use Torque. just know it in case you plan to use a software on a PC.
they can be used with the right old version Profilic PL2303 driver but it is really tricky.
from experience ( over 10 different tested , from 5$ to 120$ CAD ), you don't want to pay under 120$ for it.
the problem is the crappy bluetooth chip. THEY DON'T LAST !
before, what i did was buy 8-10 cheap one ( under 5$ each ). this lasted me close to a year.
now i just buy real one ( close to 150$ CAD ) OR cheap USB one.
the usb cheap one can last a year and is about 20$.
