Default Turn signals not working; hazards work

ok so i have a problem with my 99 Dak. recently my turn signals stopped working and the delay for my windsheild wipers doesnt work. the wipers work on full blast, but nothing else. my hazards still work, along with the brights. tried changing fuses, checked all my relays, even replaced the multifunction switch, but nothing works. Anybody else have this issue? And can anybody give me an idea as to whats wrong?

I don't see anything in common with them from the wiring diagrams.

The wiper delay comes off the CTM. There is a relay in the PDC that it trips for just the delay function. Do you hear it click? Can you swap it out with another and try it?

As for the signals, I'd probably swap out the combination flasher. All the wiring is good if the hazards work.
