It can do it, just probably not very well... My 3.9 with a 3.55 open rear end (2wd) is pushing 31's, and I feel anything bigger with stock gears would not do too well at all. So regear if you do it.

forgot to add 99 dakota 3.9 4x4... im pushing 31s also right now
Changing the gears will make it easier on everything... I'd go 4.56 gears with 33 inch tires on a 3.9.
i wouldnt even bother changing the gears if i was going to go up 2 inches, but i feel like if i want to lift the thing i want to do it on 35s, dakotas look good on 35's but 33s just aint doing it for me ya know

I know a guy with the 4 banger Jeep(coincidently the same 4 banger as dakota's) running 40's with 5.88 gears. Point is that it isn't really about engine power as it is about gearing.
You would be surprised at the power bigger tires suck down. I had a 5.2 and when I put 32x11.50x15's on I could feel the difference in power(not much but some) but I did have 3.55's. That was before I had a sct tho.
