2001 4WD problem
Time to check the ignition switch. There is a set of contacts that feeds part of the CTM and the TCCM. It also does things like the overhead console and auto day/night mirror if you have those.
Can you check, it should be fuse 11, a 10 amp in the JB for the TCCM. Make sure it has power when all this stuff is happening with the chimes/transfer case.
Use a test light if you can, not a meter.

It may not be the fuse, it could be the switch itself. You can check for power at the fuse but use a test light as it will put more of a draw on the system than a meter.
My sheet might be wrong so double check. I have it listed as #11.

I noticed another symptom when working on it this weekend. When I do not have power or lights on the 4 WD switch, I also have no headlights or door ajar light. If I turn the ignition on and off a number of times, every once in awhile, I get power/lights on the 4 wd switch, headlights and door ajar light. A internet search found some threads with a Durango's displaying the same symptoms as my Dakota and it turned out to be the CTM......I did test the plug going to the 4 WD switch and it has no power going to it except in the rare cases I mentioned above.

Did you ever have any work done, say the heater core replaced where the dash had to be rolled/removed? Aftermarket radio installed maybe?

This is a quote from justanswer that I found on the subject... It is from a senior Dodge tech.
"It might be a problem with something seemingly unrelated to your 4WD, the central timer module,The CTM controls *******ly all vehicle lighting, along with various other systems including a poorly understood link to the transfer case module."
Appears that there is a link between the two. No work was don under the dash. Factory radio and accessories.
If you've ruled out wiring problems then change the CTM.
The only thing I see is a connection to the PCI bus. Maybe that's the link. Even the radio is on the PCI bus though so that by itself doesn't mean anything.

Could you tell me specifically where all the grounds are. I want to make sure I did not miss something before I buy a new CTM. I cleaned one I found directly under the CTM and one behind the driver side front wheel on the frame. Are there others that would be associated with my issues?

There are two spots.
Near the center of the dash, by the OBD connector, you'll see the airbag module. The ground is to the left side of it, the one most forward. That's G207.
G208, is probably the one you cleaned. It's near the CTM. A little harness comes from Connector 1 of the CTM to it.
