Something is weird with that diagram '98. The PDC is different.
Under the dash, near the CTM, you'll see a big wiring connector (74 pin). You'll need to find pin #10. It's a heavy gauge (10 gauge) red with light blue tracer wire. With the fuse in, you should have 12 volts there.
