Dodge dakota tie downs
I know this is kinda a dumb question but I really have no clue I have a bed liner on my 98 dodge dakota and I know there are hooks up front underneath it but are they big enough that I could attach motorcycle tie downs to and if not what else could I do

When I had a bed liner the tie downs were visible only two may be under there and they will be up close to the cab you may have two more very close to the tail gate but should be easy to see lift up the liner and look
The bedliner should have holes cut in it with plugs you can take out to access the tie downs. Ther is also 2 in the rear by the tailgate. I used to tie down a dirtbike,atvs lawn mower. All kinds of stuff with it. If you use the regular single hooks they will fit fine. I have good year straps that curl around and have like 2 fingers on it. I used to be able to get the hook down in there but it was a B!tchH to get it back out.

I swear I am going to use my cut-off saw and make the holes larger, but I just never do!!!!!!!
You obviously don't have holes yet, or you wouldn't be asking about tie-down locations. With my truck in the shop right now, I can't get a picture for you. I'd say just a few inches back from the cab and a few inches up. The rear are similarly placed at the back. Both are side access, not floor.

Are you sure? My front ones are definitely in the floor. I have none on the front sides (other than the ones I installed myself). I put a 3/8" screw-type chain link on each of mine to make it easier to hook my tie-downs. The chain links fall below floor level when not in use, but pull right up when I need them.
