A breaker bar or extension can and will give your tourque wrench off readings

Couple of friends had to fight a wheel nut once, wouldn't break loose, broke 2 breaker bars with cheater bar extentions. Then they got smart. Said it picked the whole front of the car of at first, but both of them got on top of the engine, and it finally broke the nut loose.

So I figured Id add a reply to my original post to say that I'm replaced both hubs with Timkens and torqued them properly but I am still getting a noise. I've also tried rotating the tires.
Can't it when you're rolling slowly or at highway speeds. Only when you're driving at city speeds or coasting.
I have noticed a bit of a clunk while turning from a dead stop but it doesn't happen all the time. Im thinking that hasomething to do with the steering shaft or possibly the CV joints.
The boots aren't ripped or leaking but I'm wondering if the noises could be related
Any suggestions?

Yup, this is what I was thinking. And they are prone to failure.
The offending part (if you have one) looks like this:

It's usually pretty obvious if it's bad, but grab a hold of it and try to shake it, like you would check for a bad u-joint. Also check for little flakes of metal or rust coming out of it. If you think it's bad but you're not sure, take the front driveshaft out and see if the noise goes away.
