Cut the bolt on the top side of the perch, close to it, and the head should just fall out the side.

well i got the leaf springs to come up but the hex head wont go into the hole of the block so now i either have to grind down the head of the bolt or drill out the hole a little bit

Grind the corners off the bolt head. It's supposed to be round, anyway. If you need to hold it so you can tighten the bolt, use vise-grips. It doesn't have to be super tight.

tom do you know how much ft lbs of torque the u bolts need to be

I don't know exactly, but if they're 9/16, they should be around 120lb-ft.

well mine are 23mm and i looked it up it should be around 110lb and i block in one more to go and i dont know if i should buy the torsion bar tool

If the nuts are 23mm, the u-bolt diameter is probably 14mm. Which means 110 is about right.

You shouldn't need the torsion bar tool. If you can't quite get the adjuster bolts started, you can use a jack to push them up just enough to start the threads. Be careful, though. You can get hurt if the torsion bar slips when it's under tension and hits your hand or something.
