I don't have any wiring diagrams for an '03. In prior years the center console outlet shared a fuse with the other.

Just as an FYI to others, the cigarette lighter has it's own fuse and is switched with the ignition. The power outlet is hot all the time.

I have a the same problem with the one in my dash bored. I can't figure out what the issue is either. And I've checked the fuse and its fine.

Default Fuse D or 17?

Verify power at the power outlet, not by plugging something in, but by testing the connections to the outlet.
I couldn't find any letter markings for the fuse. On the inside door of the cab fuse box, there is a cig ltr on #17. It was blown to I checked it with the volt meter. Yup, 30. It's supposed to have a 15 in it.

There is a wire hanging in the back of the bed that looks like it might have been lighting for a topper. So I plan to trace it back. I'm hoping it's almost on the same circuit.

Fuse D is in the PDC under the hood. It's marked PWOUT. Check the attachment.

There is a connector for a CHMSL for your topper, different fuse though.

just a thought that i would like to share with my experiances. When i first purchased my truck not of the power outlets or the cig lighter worked. replaced both fuses and no change. Turns out the the outlet itself went bad. I picked a few up at the junkyard and they have worked ever since. Might be worth your while to pull a few things apart and check it at the wires with a volt meter.
