Does the horn work or do you have an airbag light?
What happens when you try to turn it on? Does the "cruise" indicator, on the odometer light?
Check for codes, do the key dance if you don't have a reader. The OBD system can pull up codes for the switches and the solenoids in the servo.
There are no separate fuses, it is powered off of the PCM.

You don't need a reader with an '00.
Beginning with the key off, turn it to run (not start), then off, back to run, off again, and finally leave it in run. If there are any codes they'll show up in the odometer window.
On the cruise, it MAY still be a bad switch (SET). But it could also be a problem with the servo or cables. Look under the hood for the servo, passenger side front, and follow the cable all the way to the throttle body. Also make sure the vacuum hose is connected and that you feel a strong vacuum at the servo.
