Problem with RPM

Default Problem with RPM

So I just got my Dakota back running yesterday. For some reason it will not rev past 3k RPM's. I'm going to retrace down the wiring from the Distributor to all of the plugs, but I'm not sure what is causing this. Once I got everything grounded properly the truck fires right up. Just won't rev past 3K. The truck has new plugs, and plug wires. New Cap and rotor, water pump, hoses, belt T'stat. The only thing I haven't replaced have been the oil pump, and timing chain, which are next on the to do list. I'm at a loss for why this thing is acting in such a way. Exhaust is not blocked, and the Cat is a High flow unit. Any idea's or suggestions?

Why wasn't it running? Do you have any codes?

Have you done anything that would turn the distributor, at all?

IT wasn't running due to an over heating issue, and a couple of wiring problems. Yes I have codes but I'm quite sure that my problem is due to the Cats being clogged. I'm going to replace the cats, then see if the issue persist. I'm also going to put a scanner on it and read the codes so I can fix them.
