Heh. I just downloaded the manual, read through it, and ... well, rather than copy it all, I'll again suggest you download the manual from this forum post here https://dodgeforum.com/forum/2nd-gen...-download.html ( the 2002 manual is actually the 2003 manual ) and follow it through yourself.

Turns out there's at least three or four fuses, at least one relay, and the Integrated Power Module in those circuits, not to mention the headlight switch and wiring harness.

I would, however, split it into two problems - no marker/parking lights, no cluster lights. I'd also work on the first one first (the no marker/parking lights) and then worry about the cluster lights, since for the cluster lights it's a) fuse b) lights themselves (what, you think light bulbs never burn out???), c) the headlight switch, d) the IPM. The cluster lights are a completely separate portion of the headlight switch, so that part can fail and not affect the parking lights - which, if you get headlights but parking/marker lights, it's most likely not the switch due to how it tells the IPM which position it's in (and the fact that no, it doesn't turn the marker/parking lights on, it tells the IPM it's in that position and the IPM activates the parking lights relay, which THEN turns them on ... and the IPM would turn them on with the headlights anyway!)

But to aid it some - check fuses 32 to 34, also the parking lights relay (should be another relay you can swap on the distribution panel so you can do a quick test without buying any parts - if you swap with, say, if it's the same part # relay, the fuel pump relay and you get parking lights but the truck won't start now, it's the relay - swap back, drive to the store, buy one, and replace the relay. If it makes no difference swapping, swap back and ignore the relay.)

If you turn the lamp scroll wheel up and down, does the odometer and PRNDL get brighter/dimmer? The cluster lamps are on the same dimmer circuit.

 

I don't have a 32 or 34 and I don't see a relay for the lights, I've also heard the cluster was on the circuit to let you know you have a light out and no they do not come on at all

 

There should be a relay for the park lamps. Open the drivers door and on the side of the dash you'll find the cover for the junction block. Open it. Near the top should be two relays. The left one is the horn, the right one for the parking lights. You can swap them to test.

 

so you also do not have any odometer or any PRNDL? Do the gauges work?

 

So turns out I have some how looked over the number 14 fuse numerous times. It's fixed now, not super happy with myself but happy I fixed it
