Question blinking check engine light

recently my check engine light started to blink but only when I turn the key to accessory, engine not running.

can someone please tell me what this means?
The check engine light is not on but when I connect a scanner I get a
pending code of PO141.

Use NTK or Denso O2 sensors. No Bosch!

generally if the light is blinking while it is running it is an active code. A p0141 is an O 2 sensor code.

Default PO141 oxygen sensor code

po141 code keeps coming on even when I replaced that oxygen sensor twice.
I have checked the wiring and looks good.
what else could keep this same check engine light po141 keep coming on.

The only way I can clear the PO141 code is to disconnect the 4 plugs on the ecu engine computer. Then it goes away for 2 days or so. then comes back.
