Headlights and high beams flicker, fog lights don't work

Default Headlights and high beams flicker, fog lights don't work

2001 Dakota 8 cyl 4.7 liter quad cab

My high and low beams flicker. I've checked the fuses and the ground, they seem fine. Replaced the switch, didn't work. The fog lights also don't work and I don't care so much about that but I thought it might be related. All other lights work fine. Any ideas?

Fuse H in the power distribution sensor is for the fog lights. There is a relay that is switched by the CTM, also located in the PDC.

The fog lights and head lights are controlled by the CTM. The headlight switch just completes a "sense" circuit to tell the CTM to turn the lights on/off.
