Really? Even my 97 has that. Thanks for the help, maybe Monday I can figure the problem and get it back together. I'll post what the problem was when I find it.

I'm not sure why but '99 is the oddball year on that one.

I'm not sure what I did but it's fixed now. The wire's for the ignition switch had been stripped and looked like someone tried to splice a different one in and left extra wire not taped up or anything on there so they might have been touching. Fixed that and relocated the grounds on the passenger side as I was putting the dash back in. Got everything back together and put the door lock fuse back in and tested everything and all works. The only bad thing now is the mode selector for the vents doesn't do anything but that could be where the foam is gone from the dash to the hvac unit. Thanks for all the help.
