2001 dodge dakota is stuck in 4 low

my 2001 dodge dakota is stuck in 4 low and the control doesnt light up or switch it what is it and how can i fix it

Start with the fuses.

Two are in the junction block on the side of the dash. #9 is a 5 amp and #11 is 10 amp.
There is a 3rd fuse, 20 amp, in the power distribution center under the hood.
