Is that resting or locked position?
Either way, it's clear that one, or both, of the cables have stretched beyond repair.
That is locked (this is my race truck, it doesn't have park, just reverse/neutral/forward). But even when released, it's very little difference.
I've not heard of the cables stretching before. I'm also not sure if there is any adjustment in the pedal.
Look at where the threaded adjuster is, inside the rubber snubber. Slide the snubber forward, see if that threaded rod is fractured or if you can thread it in any.
The threaded rod is not fractured and the nut is threaded all the way to the bottom. It was about halfway before I started the adjustment and then I tightened it in the hopes that it could take up the slack.
I don't think there is adjustment at the pedal either, but I will check when I get a chance.
Since everything is connected and the pedal still tightens everything, just not enough, stretched cables are the only thing I can think of.
Hey, sorry it's been a while, but I've been slammed.
First thing, it looks like you have an intermediate cable that I don't have. I only have 4:
1. Pedal to tensioner
2. Body to tensioner
3. Tensioner to rear passenger
4. Tensioner to rear driver
So here are the pics I was able to take. From what I can tell, the fault lies with either number 1 or number 3. Number 4 doesn't move, but it could be due to the slack in the rest of the system.

It appears that I can't upload videos, so I'll have to link to my google doc. Here are two videos I took of the cable slack when they are disconnected. I am able to easily push the cable in and out with my hands.
It's tough to tell which cable is at fault, maybe that's because both are? The rear definitely seems to not be pulling as much as it should, which I could see causing the front not to seem as tight.

As the title says, I'm having some parking brake troubles.
At first, I replaced the rear shoes, springs, and drum/rotor. Then I adjusted the star adjusters until the brakes locked, then backed them off until they turned freely. So at this point, I know both those systems are working.
I then went and adjusted the tensioner until the nut was all the way tight, and still the car will roll.
Also, pushing down the parking brake pedal doesn't feel difficult or tight at all, and it doesn't return all the way to top unless you use your foot to pull it.
Has anyone experienced this and know what causes it, or do I just have to start replacing cables one by one until it works?

My 2006 300C is the same way. My Father previously owned it and God only knows why he felt the need to smash the e-brake pedal to the floor every time he used it. I know the cable and the spring tensioner on the pedal needs replaced. I would replace all the cables and spring tensioner on the pedal.
