I hear that once I remove the cables. They need to be tied together to drain capacitors. Is that correct?

Just turn key to crank position with neg cable disconnected.

Did that and tried disconnecting for several hours. No help.
Fine as long as RPMs are above 1000
Fluctuates and stalls when I stop at stop sign or red light, or backing out of spot when I leave off gas.
