Needless to say, but make sure you turn over the engine you're buying by hand. Also, if you are lucky enough to have a starter connected to it, you can hook up jumper cables to the starter and run a compression test of the cylinders. But yeah, don't go too deep without a title. At least, even if they don't come up with a title, you can part it out and make way more than the 100 bucks you got it for.
Heck, I'm surprised they didn't sell it to a wrecker for scrap metal. They would've gotten 3 times more. Maybe due to no title? Not sure how that works.

The same in Indiana. Back in the early 80's, I ran a salvage yard near the Kentucky border. Until 1984, Kentucky didn't have titles. I got checked repeatedly to make sure I wasn't running a chop shop. In fact, Indiana requires you deliver a valid title when you sell a vehicle.
That story about the truck sounds fishy to me.
I moved to Arizona in 2006 and have found that Arizona has a high amount of shady people in it con men galore. A/C shops are scum machine shops are about the same if any place is owned by a Mormon RUN AWAY ASAP.
Walmart owns Arizona with about 400 Walmart's in this area alone.

Shops play the oh my god that needs fixed scare game on you. I also think most auto shops are either Idiots or not to bright.

My professional and Military life has been automotive, both on the floor and as a manager. I have very little experience with (what I term) newer Dodge technology however I am not opposed to ask questions and give respect to those of you that do.
Didn't mean to sound so harsh on AZ but the state I moved from was way better all around at the time the move was about a need in the family and the easiest most economical solution in my life.
Beyond that AZ sucks sorry AZ, from lots of great quality shopping and thousands of good automotive solutions to poor shopping and low quality automotive shops and low quality roads.
