Default 1999 dodge dakota wont shift past certain gear

I have a 99 dodge Dakota and I haven't been able to get it to shift past 3rd and I've already changed the camshaft position sensor and a transmission sensor, but still no luck. Now its going up to 40mph at 3000rmps which it didn't used to do that so I'm worried about it but don't know what to do. I myself do all the work on it, and I would love to get some help from others who know more about this truck or cars in general.

Got any engine codes? Speedo work properly? Is the O/D off lite on? Which engine/trans?

Default Engine Codes

I got three codes P0132 which I know is a 02 sensor code, B2F48 which I don't know what code that is, and C0172 I also don't know what that is.

To my knowledge it should be stock and it should have a 5.2 v8 318ci with i think a 4 speed automatic transmission

Check the TV cable first. Make sure it is adjusted properly, and moves freely.
