Default Missing Ground Wire?

I have a 2003 Dodge Dakota 4.7L quad cab manual transmission.

I've had possible symptoms of a bad ground wire... parasitic draw and my headlights don't turn off normal (if lights are on and I turn engine off, I have to turn lights to off, back to on, then off again to turn off the lights - already tried replacing switch).

Parasitic draw traced to fuse 8 on the driver side fuse box. More info on that in the post below, never solved, just put a quick disconnect on the battery...

Looking around under the hood I found this ground that looks like there was a wire that ripped out at some point, but I can't find any loose wires hanging around that area. See images attached.

I'm hoping someone could tell me what is supposed to be connected here. It is on the passenger side of the engine underneath the windshield.

Any advice is appreciated! Thanks

Wonder if it went to the back of the cylinder head? Would be just a braided strap-like thing.

Thank you! I posted on another forum and got a similar reply.

The engine was swapped before I got this truck so it looks like this ground strap was missed - on both sides.

It only really needs one but two are usually used for reliability.
