Question 1998 Dodge Dakota V6 Sport 3.9L - P1391 Code

Truck has had trouble starting, and sometimes dies/ RPM's drop while driving, its been killing me and can't seem to figure out whats wrong. Finally, got a P1391 code. Its eating at me to figure out whats wrong. Recently the following has been done to try and fix the problem.
  • Crankshaft position sensor
  • Distributor (Adjusted 5 degrees)
  • Ignition Coil
  • Spark plugs & wires ( somewhat unrelated)
Anyone have any idea of what to test/ what to work on? its been over a month of painstaking testing until after replacing the distributor gave the P1391 code, could it be the PCM or is it likely

Possibly the cam sensor as well, or the wiring for either sensor. (cam, crank.)

Should I just use a voltmeter while running and test the connectors/ look for intermittent shorts ?
