that's incorrect.

A tire is either balanced or it is not. When the tire vibrates at certain speeds it is harmonics of the imballance that you are feeling. You can get a Road Force balance that will solve most balance problems. Road Force balances are quite a bit more than a regular spin balance.

tires can be balanced at different speeds, most balancers spin at 50-60 mph. TThe tire shop I worked at growing up had an on the car balancer that spun to 100mph.Not many shops do it anymore.
