you are wrong in many ways...
First your car doesn't make 150hp stock... R/T's will barely put 120hp to the wheels. Second, turbo's do not give 100hp. They may, but there is alot more variables at play. Size of turbo, fuel system restraints, boost pressure, etc... Third, you need to research alot more before you even attempt to turbo your neon.
now with that said... When i lived on the mainland i turbocharged my 2003. I used stock internals and ran 10psi and made more power than a stock SRT-4. It wasn't as easy as slapping a turbo on my 2.0l though. here was my old mod list:

Hmm...Just reading through and some things got my attention. I have heard of stock MTX ES neons getting 110-115 WHP. The BHP on those is 132. The RT has about 150 BHP(what 04RTNeon) was talking about. Wouldn't it make more than 120 WHP? I don't know much about RTs I guess. Also, I have heard most turbos for neons get around +100whp. Do you know what you got with what you had graphite?

Well im standing behind my stage2 hahn kit with supporting mods I get just as much power out of my 1st gen sohc turbo than I did out of my slightly engine modded acr srt4 . Hahn has some mean beasts of turbo neons around 1st gen turbo sohcs with hahn turbos have been around more than the 2.4 turbo swaps neons.

Pressure in the cylinders is what makes power... Now to answer your other question, yes i made 219whp and 244wtq.

Heres a dyno sheet of a nearly stock 2002 R/T with only the following mods and made 136.5whp and 128.2wtq:

Thermal RD muffler
Mopar Perf Wires
Apexi' Grounds
Unorthodox UDP
MPx 60MM TB
And I'm pretty sure you would agree Graphite that these limited modifications do not add 16whp...
