doubt it since Howell has this disclaimer at the bottom of their add...
All programs copyright 1999, 2000, 2001, 2002 *AF/Computers are not legal for highway use on any pollution-controlled motor vehicle. AF/X Computers are for off-road (racing) use only. High octane fuel required at all times with AF/X Computers. #Core Charges are only refundable once the core has been received and it has been varified that the core is usable. Defective cores will not be eligable for refund, and can be returned at the customers expense. these orders a special orders and take up to 4 to 6 weeks.(Core must be returned within 30 days of purchase)

See this is one thing about Neons I dont like. My friends GMC Sonoma an his Colbalt SS he simply bought HP-Tuner a computer programs, just plugs it into either of his cars and he can do anything he would like to his car he gains total control. But, he can also just hit defualt and go back to stock settings to pass emissions and stuff, then reload all his saved tuning.
