Depending on how you look at it, yes. But the SRT's have a completely different program in them, with variations in different stages supplied by Mopar. Keep in mind the nature of the forced induction and extra fuel/timing tables in the SRT4 ECU make more room for "modding" so-to-speak, just given the nature of using a turbo and requiring the widened fuel tables in the first place. There are still limitations, but not as restricted as a regular NA (naturally aspirated) NGC 2nd-gen ECU is.
Which brings me back to an earlier question... has anyone decked their head and/or swapped pistons and went with 10:1 compression, and if so, did you have any problems with NGC throwing a code?

the chip is not the viper chip its called the venom chip...its about 4-5 hundred but just watch out for these scams guys
