No, it would be the pump. Mine actually does it as well when the car has sat for a bit. I haven't really researched it further; though it is an annoyance when it does it.
Figured it out. Apparently if you use a knock off trans filter - they use two smaller o-rings instead of one meaty one like the OEM part. This, (8 thousanths undersized - I measured) and a poor fit (allowing the filter to move) cause the transmission to lose it's prime - sucking up a bunch of air. It also happens if your fluid level is low (which is why it gets worse when the engine is cold). If you used the crap filter, go spend $15 on the oem part. If you have the oem part, check your fluid level.
The filter kit I bought only had one O-ring like factory, however I am contemplating changing the filter and fluid once more just to get any more shavings, etc. that have probably accumulated in the new filter. I will check into buying a Mopar filter when the time comes. Thanks!
