hey!..I just looked and I have one of those!
2 suggestions...
just got an 06 Caravan for the wifee and it has about 6 or 8 of these molded in behind the last row of seats, visible when u open the rear hatch.... the manual says they are "grocery bag hooks"
...or maybe this is how u tell if yer Neon is a male or female!...
well mine has the little thing stickin up so it must be male... N3ON has none, so his must be a female...

its a bag hanger. i had to go to dodge to get a e-brake cable today and asked them what it was and thats what they told me. some vechicles have them, others do not.

I know what its for
This divot in the back of the consol is so that the consol lid can lay all the way back flat and to keep it secure in this position so it can be used as a cup holder(note the cup holder on the inside of the consol lid).

Sorry, I thought you were talking about the divot at the top of the back of the consol, facing the back seat. Mine has a divot there and it is for holding the consol lid to use it for the cup holder. My bad.
