Drum. on gravel,snow any surface like that they will lock, most of the time. But living on a steep hill ill have it fully pulled up and ill still roll, enugh that i rely on the transmission to keep it stationary.. they dont lock at speed going forward either

there is NO possible way you'd be on a 50° slope!!! the steepest road in San Fransisco is 31.5% grade. a 12/12 pitch roof is 45° Daytona speedway is 31° bristol is 36°. motorcycle hill climbs are 50-55°
drum brakes are most effective forward and not in reverse. this is due to the self-energizing design in drum brake systems.
if you need more holding capacity, install a hydro lock brake system. you apply the brakes, pull a lever and the hydraulic pressure remains applied to all 4 brakes.
