Default 2005 Dodge Neon stalling problem

Car starts and idles fine but when you hit the brake pedal engine starts to sputter and dies. Or if you tap the brake and put it in reverse quickly it dies. I've changed the cam sensor and still the same problem. Any help on this?

P0499-NVLD CANISTER VENT VALVE SOLENOID CIRCUIT HIGH

POSSIBLE CAUSES:
NVLD SOLENOID
(K106) NVLD SOL CONTROL CIRCUIT SHORT TO BATTERY VOLTAGE
(K106) NVLD SOL CONTROL CIRCUIT OPEN
(Z1) GROUND CIRCUIT OPEN
PCM
NVLD is where to start the search it seems...

It's near the RR wheel, right by the carbon canister.

Number 4 is the actual detector.
