ok I checked all the relays and fuses, all good, I pulled the air filter housing and found that the speed sensor was shattered and the bottom wiring harness on the ECM was almost out. The speed sensor is about $25, would this cause the car not to start?

Not the speed sensor, no. Bad/loose PCM wiring or a dirty connection, yes.

What about the park/neutral sensor, if so do you know where it is located, also i just want it to run enough to get it home (10 miles), I'm gonna build a sleeper. Where would be a good place to find a 2.4L turbo?

Instead of buying parts to get the car home 10 miles, why not get a AAA membership and have it towed? Doesn't make sense to buy parts if you are going to remove the engine anyways...
