Default Whining noise at 30mph while on gas.

I hear a whining noise at 30mph only, and when i let off the gas it goes away.

Wondering if this is a normal phenomena with Neons?

Any kind of whining is not normal on any car.

I'm assuming it must be something inside of the transmission/differential. In which case I'm not going to worry about it.

I just remember driving a Plymouth Breeze and hearing the same noise.

My '01 makes more of a whistling noise from under the hood. No air leaks to be found. I'm assuming there might be a hairline crack inside the intake manifold near a point of high air speed that makes the noise. I inspected while I had it apart and found nothing.
The noise mine makes is dependent on the engine load and RPM, but basically occurs around 30-35 MPH on a flat road.

Now that I'm thinking about it, today was the first real time I drove the car after replacing the head gasket and just about every other gasket related. I do not recall hearing it today.
