I'm somewhat new to the forum and I'll post my issues in another post but this is exactly what my 2005 SXT is experiencing. Exact to the word. This may be a Neon thing.

Other than this, I have a crankshaft code (P016) as well as vibration. The virbation gets much worse once the AC is on. I haven't tried the heat yet. The code is showing even after I replaced the crank. I'm taking it to my mechanic tomorrow or Thursday.

I have vibrations too. I did replace both strut mounts. I used ANCHER mounts from O'riellys. I did notice there was no wieght on the bottom one but the stock one had more mettle on the front of it. and the top one I just unscrewd the wieght and put it on the new one....I think thats why the vibrate....that 3 oz of aluminum..lol I dont know... my rpms at idle are at 700-800 and my stering wheel vidrates a lil only in park. I have now replaced the motor mount nor the tranny one.

I've seen problem with the Power steering switch causing lousy idle RPM, because it is not sending signal to the PCM to request RPM increase.
When you Turn the steering wheel, does the RPM kick up a little? If it does, then ignore what I just said.

The RPM should kick up everytime you try to steer, especially when you are not touching the gas, like when doing parallel park. Maybe it is ur problem. You can try a switch, it is a cheap item.

Here is your switch, at the rack and pinion.
