when i had just a short ram intke on my car i ran a 17 flat then i put a muffler and mount inserts and ran a 16.6 at 85mph now i just ported my intake manifold so i should be in the mid to high 15

I Know this has been a slow response, and be sure to chew me out if im wrong at all, but I think all you need to shave another good bit off your car would just be a decent header, as stated before, and a 55-60mm Throttle Body.
Those mods alone will shave quite a bit off your time. The header will really open things up for you, and will show the most gains you will probably see on your car becuase of what you would have on there.
Other than that, you could go through and purchase a piggy back ECU or something to modify fuel curves etc. That will knock you down a couple knotches on the time slip.
Reasoning: YOU COULD purchase an UDP but your car wont see too much out of it as it is. All it does is take power made from the components on the car back to the car. Since you havent put too much in the car as of right now, a UDP doesnt make much sense at all. Especially becuase you could definately do much more for the car before hand. These things would be the simple header, throttle body, ECU stuff. All that will probably run you around 1000 bucks give or take a couple hundred depending on what products you purchase. This good maybe 15 HP vs maybe 1-2 horses from the UDP, in my mind, makes no flippin sense.
What are you planning to do to the car, just wondering. Becuase what you plan to do with it is a major deciding point in headers, and the components you want to buy. If your going for a pure race car, you would need long tube headers with a good 2.25 free flow exhuast and the 60mm TB. Just an example.

I wasnt trying to say he should skip the header, intake manifold, throttle bodyetc...but considering a UDP only costs from $50 (ebay UR's) to $100(MPx) it doesnt mkae sense to skip it...a gain of 1-2HP for $50 doesnt seem too bad at all, cosidering we pay $100-$200 for a CAI which only gives 1-2HP at best.
yea, but i would vote he do all the mods he could before an UDP. Such would include the headers and stuff, but also the fuel mods such as new fuel pump.
You will see optimum gains when your car is making optimum HP. Dont get me wrong im all for getting HP where you can. But I think, in all reality, an UDP should be probably one of the last bolt ons you should throw on your vehicle IMO.
