Default Car Bogging down in 1-25 MPH range

I drive a 2001 dodge neon, I have a full cold air intake high performance wires, and triple platnum plugs. I just recently went from a cold air tip to a full cold air system. And right after i did that, it started to bog downin the low rpms and speeds. Im thinking that its to much air for the engine, and i will need to replace my exhaust with aftermarket. But this happened right after i installed my full cold air. Its not a huge deal, but it doesnt have the punch it used to off the line, every now and then it wont do it, like when i first start it up, but after 5 minutes it gets noticable.
HELP!!

you get it tune then ask about the exhaust how you can push out
