04 Neon with Power Steering problems when its COLD out side ONLY

04 Neon with Power Steering problems when its COLD out side ONLY
I have an 04 neon that has some powersteering problems
WHEN THE CAR IS COLD AND ITS FREEZING OUT SIDE ( well just COLD winter time) as soon as i start the car it makes NOISES like there is NO FLUID AT ALL and when i turn the wheel it squeeks like a ****, i open the hood, and it some how comes out from the CAP like there is presure in it and it explodes ( i dont actually see it comeing out but liqued everywhere)
But when i drive for a while and it all WORMS up its ok no noise no squeks wheel turns fine, Fluid is Full, and it starts normal too on Nice warm sunny days
So when its warm outside there is no problems it starts fine with out any noises, but if its cold its like there is no fluid in there
who know where the problem is and how do i fix this cause winter is comeing up i gotta feeling my wheel wont even turn if it will be -5c
