Id say check all your hoses, check the clamps... also neons do have a MAP. From the sound of things...

It sounds like either a vacuum hose or the Throttle Sensor or the MAP.

 

when i rev it in park and its coming down from being revved it sounds like the cai is sucking up a lot of air or blowing it out is that normal on all neons?

 

Yes that's normal, but I agree with the idea tha it could be your TPS, what I would do is just go and buy a new throttle body off ebay. Here is one for only 25 bucks and either replace the enitre thing or take off the TPS and switch it off. But a rich fuel mixture has something to do with either a Throttle body sensor or your fuel system.

Highly unlikly that you'll be able to do this, would just be a good idea to get a used one, but you can't say I didn't try and help you.

i think i found the problem a guy fron autozone told me the cps camshaft position sensor we will see if it works

 

Hopefully thats it. good luck, oh and have you changed your spark plugs in a while, a guy I know has a ford ranger and it was throwing the CPS sensor and that was cause one or two of the spark plugs were in really bad shape. just a thought
