If your rims are 7 or 7.5" wide, the "perfect" tire size for your Neon is:

205/40/*R17

This tire diameter is basically dead-on to the stock tire diameter. The width is about the perfect size for a 17" rim, and one of the widest that you can fit on the Neon. Make sure your rims aren't any wider than 7.5" wide, and make sure the offset is at least 35mm or they may not fit on your car without rubbing on something.

205s will fit just fine on a 6" rim (stock SRT rims). so if they are 7 or 7.5" rims, you can go even wider, only issue you have have is with a stock suspension and rubbing. 205/40s are pretty safe though if you want to stay conservative on width
