Only in some states, like New York. If the government had a carte blanche work-around to bypass the 5th Amendment, they would make several criminal acts joint civil actions and one would have to testify against one's self in the civil portion, thus exposing themselves to criminal self-incrimination. New York does this with racketeering and securities cases. Sues for certain "business" conduct and then uses their forced testimony in criminal trials after. It is very corrupt and a clear violation of the 5th Amendment. So no matter what the case, keep pleading the 5th. The worst that could happen would be a civil fine.
