Edited to add: I somehow forgot to make the obvious point: The War on Drugs and the government's heavy involvement in the black market dope trade began at exactly the same time, and in the same (Reagan/Bush) White House. A point worth pondering, if ya ain't pondered it yet.
The government sponsored drug trade started back in the 60's, in vietnam, with the CIA using it to finance some of their more questionable projects. We see the same thing happening again in Afghanistan...... When the Taliban was in charge there, the farmer grew wheat, now, they provide 80% of the worlds supply of opium.

And to this day Air America pilots swear they never flew dope. Well shucks, I guess it just flew itself out of the hills!

The government involvement in the dope trade practically stopped during the Carter administration, because Carter strongly disapproved of it. Then the CIA took over the White House in 1981 and the rest is history.

The Taliban didn't shut down opium production until 2000/2001, but when they did it was in one swell foop. The Bush-43 madmenistration rewarded the Taliban with a $43 million grant for their success in May of 2001. It apparently wasn't enough to get Unocal their pipeline project back...
