I've seen these on a few trucks and always wondered what they were for. If I remember correctly I've only seen them on 94's

I also had a 94 2500 auto 4x4 cummins, and another 94 1500 2wd parts truck both had these.

I suspect it was for a heavy duty payload package that your truck didn't have...... Don't know if the light duty 3/4 tons came in 2wd flavor, but, it would make sense that they did...... Might have something to do with that?

Dodge did seem to have a habit of doing a one-size-fits-all thing with wiring harnesses, maybe ALL the trucks got those brackets, whether they had the option that bolted to them or not?

Probably, until someone finds a truck that actually USES those brackets, and posts pics, we will never know what they are really for..... I would suppose, that if they are in your way, you could remove them without any repercussions... Is the one side riveted in?? Or does it just look that way in the pic?

Looks like they forgot to remove them per the instructions....

Wow, if they're supposed to remove them before selling they weren't doing too good seeing as all three 94's I've owned had them on there.
