Weird Ticking Noise?
the pcv is on the left (drivers) side of the engine. it is connected to the intake manifold and sucks dirty, oily air out of the motor. the hose on the right side (passenger) is just a hose that pulls clean, filtered air into the motor from the air box.

but the guy who said he change his every oil change , why ? wasting money..
I believe 99 or 2000 was the year the PCV valve and clean air intake were switched on our engines.
Is it possible that a lifter is sticking?
Try changing the oil and replacing one quart with a quart of MMO.
Fan fluttering: While the engine is OFF OFF OFF, try moving thelarge coolingfan, if it won't move without a lot of force, you fan clutch os shot and needs to be replaced. Also check your serpentine belt, that could explain the flutter and the power steering problem.
My power steering has always made a noise at full turn, I thought that was a normal result of the pump pushing full pressure and having nowhere to go.

So the PCV is the one that runs to the air box and the one on the other side is a breather?

pcv has a rattle'y metal check valve in the base.
hollow elbow is, well, a hollow elbow.

The other is a PCV valve with a check ball in it.
